Gambling participation and harm on the rise in Australia, new study reveals

Governments have a responsibility to act in the public interest, even when it is politically challenging. The report found Queensland reported the highest prevalence of gambling, at 70.2 per cent, followed by Western Australia at 69.6 per cent, and South Australia at 67.9 per cent. Lived experience advocate and former gambler Shayne Rodgers grew up with gambling as part of his life. The Victorian Gambling and Casino Control Commission has fined the Werribee RSL $30,000 for failing to prevent self-excluded customers from gambling.

Governments should also improve support services to help those suffering harm now. Several online casinos registered in Curaçao have been issued warnings by Australia’s media regulator, ACMA, for illegally targeting Australians. The three streamers who were invited to Melbourne for Shuffle’s fake prison game show were all based in the US, where online “crypto casinos” are also banned. Under section 15 of the Act it is an offence for a person to intentionally provide a prohibited interactive gambling service with an Australian-customer link. This offence carries a maximum penalty of 5000 penalty units, applicable each day the unlawful service is provided. Overseas-based online casinos that target Australian residents are explicitly prohibited under the IGA, with significant civil penalties attached.

Jak vyhrat ve Vegas?

  1. Nikdy nehrajte tak, abyste utratili více, než si můžete dovolit. Zlatou zásadou je stanovit si předem částku, kterou chcete v kasinu utratit a držet se jí, ať už vyhráváte či prohráváte.
  2. Nikdy se nepokoušejte vyhrát zpět vaši prohru.
  3. Vždy pamatujte na to, že návštěva kasina je formou zábavy.

TAB Limited operates a unique position in online betting in the state in that it is licensed under the Totalizator Act 1997 (NSW) to conduct https://www.offroadconcepts.com.au/forum/which-bag-fits-you-best/top-strategies-for-winning-at-australian-online-casinos totalizator and fixed odds wagering. TAB Limited is the exclusive provider of off-course retail betting services in NSW. Governments should call out the industry’s self-interest, and not be tempted to ‘buy off’ vested interests (Box 7).

  • Generally, any interactive game provided online for some financial benefit is likely to fit within the federal prohibition.
  • Governments have a responsibility to act in the public interest, even when it is politically challenging.
  • A phased approach would give sporting bodies and broadcasters time to find replacement revenue.191 Despite alarmist claims, this would not be a fatal blow to either (Chapter 4).

Online casinos are banned in Australia due to concerns around losing your money and money laundering. Any online gambling in Australia must be licensed and registered which ensures that it is bound by Australian laws and protections. This also ensures that you have an avenue via Australian laws in the event of a dispute with the service provider. The federal government should assemble a National Taskforce and consider financial and other incentives to bring everyone to the table. For example, the federal government could take full responsibility for regulating online betting, while still enabling states to collect online betting revenue through their point-of-consumption taxes. Pokies venues would need to ensure that people can only gamble on pokies using their registered card, as per the Tasmanian model.

Just 5 per cent of gamblers account for 77 per cent of gambling spending using debit cards (Figure 1.6). This top 5 per cent spend 10 times as much as the bottom 80 per cent combined. In other countries, high-impact, high-loss ‘Australian-style’ machines are typically confined to casinos.11 But in Australia, they are pockmarked across our suburbs and towns, increasing the risk of harm. Lotteries were the most common form of gambling, followed by instant scratch tickets, poker machines, racing and sports betting.

In the meantime, governments should improve support services to help those suffering harm now. Chapter 2 shows that governments have failed to take the necessary steps to prevent gambling harm, mainly because of the political risks of taking on the industry and its allies. The gambling industry will push back on these reforms by denying the problems and stoking community fears. Federal and state governments should brave the vested interests and work together in the interests of all Australians to make gambling a safer, better bet. The industry contends that stronger regulation would push gamblers towards illegal gambling websites,259 which lack consumer protection measures.260 But the risk of illegal gambling is small compared with the known harm of the current environment.

There is a risk that some people in the grip of gambling addiction seek out unlicensed websites in a deliberate attempt to circumvent loss limits. But, under current regulations, legal websites are not much safer than illegal ones for heavy gamblers. Many legal gambling operators do not have effective safeguards in place to prevent harm (Chapter 2). And disquiet about the proliferation of online gambling harm triggered the 2023 Murphy Inquiry, which made 31 recommendations supported by multi-partisan consensus – a rare feat.
